中信证券4月19日公告，公司4月19日收到证监会《行政处罚事先告知书》，告知书中提到，针对王泽龙、洪浩炜、中信中证资本管理有限公司、中信证券、海通证券股份有限公司、韩雨辰涉嫌违反限制性规定转让股票一案，已由中国证监会调查完毕，依法拟作出行政处罚。
证监会认为，中信中证为王泽龙、洪浩炜违反限制性规定转让股票行为制定套利方案、搭建交易架构、提供杠杆资金支持等；中信证券知悉客户融券目的是定增套利，配合其提供融券服务。
